Shri Kapil Sibbal, the Union Minister of Communication and Information Technology today informed Lok Sabha in reply to a question that the Government has launched the Mobile Number Portability (MNP) service on 25.11.2010 in Haryana and on 20.1.2011 in rest of India. The number of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) subscribers ported out and ported in after implementation of Mobile Number Portability (MNP) till 30.6.2011, License Area wise is given at Annexure 1.
Though the net ported number of mobile subscribers of BSNL is next to Reliance, yet the net ported subscribers as percentage of total mobile subscribers of BSNL is not so. The details of porting in and porting out subscribers of the various operators is given in Annexure 2.
The main reasons for porting out of subscribers from BSNL and MTNL have been reported to be network / coverage issues, tariff issues etc.

“Media reports have reported that the former Telecom Minister Shri A. Raja, in his submissions before the Special Court, has stated that the sale of equity in Swan and Unitech was to the knowledge of the then Finance Minister and the Prime Minister.
At the outset, submission by an accused before a court at the time of framing of charges cannot be construed as evidence. In any case, this issue has nothing to do either with the grant of licenses or the pricing of spectrum.
As far as the alleged sale in Swan and Unitech are concerned it is clarified that what occurred was not sale of the equity but issuance of additional equity.
On October 18, 2007 M/s Swan issued additional equity to M/s DB Infra and on February 17, 2008 issued additional equity to M/s Etisalat. The additional equity issued to Etisalat was less than 49%, and hence entitled to Automatic route as per existing FDI Policy. (more…)
In order to give ease to the corporate world to carry business within the country, the Ministry of Corporate Affairs has been simplifying the procedures under the Companies Act, 1956. Accordingly, to enable promoters to get their companies incorporated online within 24 hours, the incorporation procedures are being modified.
Ministry has already implemented online approval of Director’s Identification Number (DIN) with effect from 12.06.2011 and names of the proposed company will also be made available online with effect from 24.07.2011. The digital certificate of incorporation is already being issued online by the Registrar of Companies.
Moreover, the procedures to approve incorporation applications forms online are also being simplified and are likely to be implemented with effect from 11th August, 2011.
In case the e-forms 1, 18, 32 and e-form for Memorandum of Association(MOA) and Articles of Association (AOA) have been certified by the practicing professional regarding the correctness of the information and declarations given by the subscribers, the application shall be processed electronically and the digital certificate of incorporation shall be issued immediately online by the Registrar of Companies. Department of Information Technology (DIT), Government of India today held the first State consultation workshops on “Citizen Centric e-Government”, along with Government of NCT of Delhi and NASSCOM. This consultative meet is the first of a series of 50 workshops to be organised in all State Capitals, UTs across India and some additional cities in larger states.
The Workshop was inaugurated by Smt. Sheila Dikshit, Chief Minister of Delhi. Delivering the inaugural address, the Chief Minister said, “The Government is committed to provide better quality services to the people particularly who are uninitiated on the front of technology, through the help of information and communications technology (ICT) so that they can avail public services. e-Governance is a must for improving efficiency in the system.”
She said, “Customised IT solutions would empower the administrative system and enable the government machinery to respond quickly, which in turn will make governance more open and transparent.” (more…)
Following is the text of the press statement of Shri Kapil Sibal, Minister of Communication and Information Technology on National Optical Fibre Network issued in a press conference here today.
“The Scheme for creation of National Optical Fiber Network (NOFN) for providing Broadband connectivity to Panchayats has been recommended by Telecom Commission at its meeting held today. Thesalient features of this scheme as recommended by the telecom commission are outlined below
“The objective of the scheme is to extend initially the existing optical fiber network which extends uptodistricts HQ’s/Block HQ’s level upto the Gram Panchayat level by utilizing Universal Service Obligation Fund (USOF) .The cost of the initial phase of the NOFN scheme is likely to be in the region of RS 20,000 crore. Similar amount of investment is likely to be made by private sector complementing the NOFN infrastructure while providing services to individual users. Following the recommendation of the TC, the proposal will be placed before the Union Cabinet for approval . (more…)
Union Minister for Information and Broadcasting, Smt. Ambika Soni has said that the Ministry of Information and Broadcasting is in the process of examining a proposal regarding launching of a multi-media campaign involving all stakeholders against the menace of piracy. For the proposed campaign, the Govt. and the private sector would work in tandem to make the campaign effective. In order to refrain the people from buying pirated goods, celebrities would endorse the campaign to enhance its impact and outreach. The Minister stated this while delivering the key-note address at the “Seminar on Anti-piracy and Regulation of Content- Legal Issues” here today.
Elaborating further, Minister stated that a multi pronged approach was necessary to tackle the menace of piracy, taking into account the demand and supply equation. A solution was possible if both the demand and supply of pirated content was reduced. It was critical to position appropriate instruments and mechanisms at both the policy and implementation level to make piracy a risky proposition. In order to achieve the desired results, the deliverables had to be clearly earmarked on a roadmap that was implementable by all stakeholders involved in the process. (more…)
Shri P.J. Thomas, former Telecom Secretary, was sworn in as 14th Central Vigilance Commissioner by the President of India in a ceremony held at the Rashtrapati Bhavan today. Sh. Thomas holds Master’s Degree in Physics & Economics and has done a one year course in Public Administration at International Institute of Public Administration, Paris. He is proficient in French in addition to English, Hindi and Malayalam.
Sh. Thomas has held important assignments in the Government of Kerala as Secretary in Finance, Industry, Agriculture, Law & Justice and Human Resource Development Departments. He was the Founder Director of Indian Institute of Management, Kozhikode. He became Chief Secretary of Kerala in 2007 and moved to Government of India as Secretary in Ministry of Parliamentary Affairs in January, 2009. He has been Secretary in Department of Telecommunication since October 2009 and is credited with steering 3G auction which created a new bench mark in the country. (more…)
The Ministry of Information & Broadcasting has constituted a Committee headed by Dr. Amit Mitra, Secretary General FICCI to review existing Television Rating Point (TRP) system in India and suggest measures to bring in place an effective mechanism for a transparent TRP system in the country.
The Committee has been constituted in the backdrop of deficiencies in the present system of generation of Television Rating Points (TRPs) in India given its possible impact on the programming content of TV channels. The mandate of the Committee is expected to address issues related to accuracy, accountability, transparency and objectivity in the generation of TRPs. It is also expected to examine as to how misleading TRPs may not only impact broadcasters and advertisers but more importantly the viewing public. The Committee shall evolve its own methodology to ensure widest possible consultation on the issue. It will also take into account the recommendations of TRAI, the Report of the Parliamentary Standing Committee on IT, other judicial pronouncements and international best practices to arrive at their recommendations. India Post is the official carrier of Unique Identity Numbers and will deliver the UID communication to the citizens of India. Department of Posts has signed a Memorandum of Understanding (MOU) with Unique Identification Authority of India (UIDAI) on April 30, 2010 to this effect. The MoU has been entered into for a period of two years. The Department would use its flagship product, the Speed Post for this purpose. The Department got advantage for this project due to its vast network of 155,015 post offices of which nearly 90% numbering 139,144 are in the rural area. (more…)
